The Total Life Recovery Program was created by Bonnie Holcombe-Fontana.
In 2003, The Total Life Recovery Program became the first and only multi faith based treatment program of its kind in the state of Hawaii. Marian Sugi, Deputy Director at the time, had heard of the positive effects of faith-based programming and wanted to know if the development of a faith-based program was possible. Ms. Sugi also had the vision and understanding that you could not cookie cut everyone into the same program. The program was written and presented to the Attorney General’s office where it was cleared and then signed off on by the Department of Public Safety and then Director Ted Saki.
During the process of developing the TLR, Chaplain Bonnie conducted research with Federal Program Director Sister Van Baalan of the faith-based initiative in Washington, DC. TLR is patterned after the Federal multi-faith-based initiatives now operating in Federal/state prisons throughout the country. This initiative afforded offenders the legal opportunity to participate in faith-based programs. Faith based does not mean inferior, in any sense of the word.
Since its inception, TLR has received national recognition by invitation to present at the biannual National Juvenile and Female Offender Conference in October 2009 and 2011. We have had visits from other states and program directors to observe our program.
TLR statistics demonstrate a 78% success rate for those women released, who have completed the program. According to ICIS Research Analyst, Timothy Wong, Hawaii’s female recidivism rate is 45.8%” (State of Hawaii, FY 2007 Cohort-2010 Recidivism Update, February 2011). The program has continued to expand, develop and continually use the latest research in program development with Genesis Process training provided by Dr. Patricia Fancher.
